Citation Policy

Axendale maintains a controlled citation framework governing the reference, attribution, and use of materials issued under its record and evaluation governance.

Scope and Definitions

This Policy governs the citation and reference of records, assessments, determinations, classifications, and related outputs issued by Axendale under its record and evaluation governance (collectively, "Issued Materials" for the purposes of this Policy).

"Citation" means the act of referencing, reproducing, or relying upon Issued Materials, or any element contained within them, as a documented third-party reference within an organizational or decision-making context.

"Recipients" means the organizations and individuals authorized to receive Issued Materials, consistent with the Axendale Data License Agreement.

This Policy applies to all Issued Materials, across all representations in which they are delivered, and to all Recipients and their authorized personnel.

Basis

Issued Materials are relied upon by recipient organizations as documented third-party references within organizational decision processes. This Policy governs the terms under which such citation is conducted, and is intended to ensure consistency, integrity, and proper attribution across recipient organizations.

Authorization

Recipients and their authorized personnel are authorized to cite Issued Materials as documented third-party references in organizational decision processes, subject to the terms of this Policy.

Authorization is conferred on the recipient organization and extends to authorized personnel within that organization. Citation within the contexts set forth at Clause 04 does not require prior approval from Axendale.

Permissible Contexts

Citation of Issued Materials is authorized within the following organizational decision contexts:

  • ·platform advocacy and internal alignment processes;
  • ·procurement evaluations and supplier assessments;
  • ·vendor qualification and selection processes;
  • ·RFP, RFI, and formal sourcing processes;
  • ·due diligence and vendor risk assessments;
  • ·supplier negotiations and commercial alignment processes;
  • ·competitive assessments and benchmarking;
  • ·architecture, system, and technology reviews;
  • ·technology roadmap and strategic planning processes;
  • ·program-level investment and capital allocation decisions;
  • ·budget justification and business case development;
  • ·executive briefings and reporting;
  • ·internal decision processes related to the subject matter of the Issued Material.

The above contexts are representative and non-exhaustive. All citation of Issued Materials is subject to the terms of this Policy.

Independence

Citation of Issued Materials does not constitute endorsement of, agreement with, or independent verification of any evaluation, its methodology, or its conclusions by the citing organization or individual.

The citing organization bears sole responsibility for its own decisions and is not represented as having adopted the conclusions of any Issued Material by virtue of citation.

This independence applies regardless of the frequency, context, or manner of citation.

Integrity

Issued Materials shall be cited in the form in which they are issued. Recipients shall not modify, abbreviate, paraphrase, or selectively extract from Issued Materials in a manner that alters the meaning, context, or scope of the cited element.

Where an element of an Issued Material is cited in part, the partial citation shall not misrepresent the full content, standing, or determination from which it is drawn.

Attribution

Citation of any record, assessment, determination, classification, or related output issued by Axendale shall include attribution to Axendale and to the applicable record or evaluation under which it was issued.

Issued Materials shall not be presented as the citing organization's own determination, analysis, or finding, nor as an unattributed third-party reference.

Term and Validity

Citation shall reference the version and issuance status of the Issued Material as at the date of citation.

Issued Materials that have been superseded, withdrawn, or that fall outside their stated term are not authorized for citation as current. Historical reference to such materials shall be clearly identified as historical and shall not represent a current standing or determination.

Relationship to Other Policies

This Policy operates alongside the Axendale Terms of Service, Data License Agreement, Privacy Policy, Communications Policy, and Information Security Policy.

Matters of access, use, and distribution of Records are governed by the Data License Agreement. Matters of intellectual property and liability are governed by the Terms of Service.

Revisions

Axendale may revise, amend, replace, suspend, or withdraw this Policy at any time. The version reflected on the Axendale website shall constitute the current operative version unless otherwise expressly stated.
